13.03.010 Regardless of whether property is owner or tenant occupied, or whether a utility account is in the name of an owner, tenant, or another party, all property owners will be responsible for the payment of water, sewer and/or other city charges assessed against any property of which they are the owner.

13.04.190 All accounts for water shall be kept in the name of the owner of the property, and not in the name of the tenant; and the owner only or his legally authorized agent, shall be held responsible for water rates; provided that persons holding under written lease may be supplied on their own account, where it is impracticable to keep the account in the name of the owner.

I agree to such services "until ordered discontinued" in writing from and after the date provided by me in the form, and pay the current rate per month as provided by resolution of the city. I agree to any changes in utility rates made hereafter by the city. Owners: Subject to City Ordinance #940, Chapter 13.03.010; regardless of whether property is owner or tenant occupied, all property owners will be responsible for the payment of water, sewer, and/or other city charges assessed against property of which they are the owners.
